The Hill College Board of Regents regular meeting was held Tuesday, March 20, 2018, in the Bob Bullock Room of the Cafeteria of the Hill County Campus in Hillsboro at 12 p.m. The meeting was called to order by Regent President David Teel. 

The February 2018 regular meeting minutes were reviewed. Regent Rick Sullins motioned and Regent Secretary Karen Brackin seconded the motion to approve the minutes. The minutes were unanimously approved.

Vice President of Administrative Services Billy Don Curbo presented the February 2018 financial report. Regent Dr. Allan Lane moved to approve the report and Regent Dwight Lloyd seconded the motion. The financial report was approved as presented.

Hill College President Dr. Pam Boehm presented the President’s Report. The Daytripper’s Chet Garner will speak Thursday evening and Friday a Distinguished Service Awards luncheon will be held. The Hill College rodeo team is hosting a special kid’s rodeo this week, and the home rodeo will be held Friday and Saturday. The College has partnered with Hillsboro ISD and the Hillsboro Police Department to host a safety and security forum on March 28 that is free and open to the public. The April board meeting will be moved due to scheduling conflicts for administration. The Board Retreat will be held in May. Texas Tech University is sponsoring a Plaza Theatre play this month in Cleburne and will be planning a graduation celebration for the first graduates in May. Texas Tech is working on additional signage and expanding advising to the Burleson Center and Hill County Campus. The Development Office recently held a scholarship lunch for donors and recipients and is working on soliciting donations for the Boots and Suits Gala that will be held April 20. She discussed the celebrations of faculty who have recently been honored with awards; Welding Instructor Brian Bennett for an American Welding Society award and Aaron Warren, science lab specialist, and Christopher Andry, cosmetology program coordinator and instructor, for the National Institute for Staff and Organizational Development (NISOD) Excellence Awards in late May. The Police Academy application was recently submitted. She recently attended the Tarleton State University groundbreaking ceremony in Tarrant County and will attend the IKO grand opening in Hillsboro this week. The Foundation recently met and approved a disbursement of funds scheduled for June. The Century Club membership drive generated over 40 members.

Athletic Director and Head Rodeo Coach Paul Brown presented the Athletic Report. Men’s basketball ended the season 21-9 overall, 6-6 in the conference and was one game out of going to regionals. Two players were named All-Conference, and two were recognized with Honorable Mention. The women’s team ended the season 18-13 overall, 9-5 in conference and tied for third and made the regional tournament. Two of the players were named first team All-Conference, and one player was named Freshman Player of the Year. Baseball is 11-10 overall and 3-5 in conference. Softball is 11-5 overall and 4-2 in conference. Head Softball Coach Leigh Ebner was recently elected as the Region 5 NJCAA women’s director. The men’s rodeo team is winning the region and in the top five in the nation in the men’s team standings. Two are currently winning their event, four men and one woman will be going to the College National Finals Rodeo (CNFR). NJCAA recently announced that 26 Hill College student athletes qualified for All-Academic team. 

Mike McKibben of the Hill County Appraisal District presented for consideration of approval of the District Building Addition Proposal that includes renovation and expansion of the existing office located at 1407 Abbott Ave., Hillsboro, for a total maximum amount not to exceed $425,000. The cost to the College district is $1,769 per year for ten years for a total cost to the College of $17,690. The motion was made by Regent Dr. William Auvenshine and seconded by Regent Tony Marley. On voice vote, one opposed, the motion was carried.

Vice President of Instruction Rex Parcells presented an affiliation agreement with Midlothian Fire Department and the Hill College Emergency Management Services (EMS) for consideration of approval. Auvenshine motioned to approve, Regent Kent Eubank seconded the motion, and the agreement was approved as presented.

Boehm presented for the consideration of the board the approval to close the Glen Rose Center as an instructional site. Marley motioned to accept the recommendation, Sullins seconded and the motion was approved.

Boehm presented personnel considerations for approval of one voluntary staff resignation and the retirement of Phillip Lowe, performing arts instructor/music program coordinator effective May 10, and Rex Parcells, vice president of instruction effective July 31. Eubank made a motion to accept, Regent Charles Bryant seconded, and the motion passed unanimously.

With no further business to conduct, Brackin motioned to adjourn, Regent Vice President Bill Galiga seconded, and the meeting adjourned at 1:25 p.m.
